If you are trick or treating it will be dark out. Why not get some black yoga pants to wear over the tights? In the dark no one will really be able to tell. You can also layer another long sleeve tshirt under the black one you plan to wear.
Black pantyhose or fishnets. Maybe sheer black leggings.Or a my chemical romance jacket over.
black leg warmers maybe?
Wear some long johns underneath. Nobody will be able to see them. They’re also part wool which will help keep you warm. You’ve also go the advantage because black is the color with the lowest albedo. Therefore, it will absorb more heat.
Wear a black track jacket or zip up.
When its cold out cheerleaders always cheer with their jackets on.
